Select Board directs level-service FY2028 budget requiring operational override

The Bourne Select Board directed Town Administrator Marlene McCollem to prepare a level-service budget for Fiscal Year 2028 that will not be balanced and will require voter approval for an operational override.

Select Board · Meeting of August 18, 2026

BOURNE — The Bourne Select Board directed Town Administrator Marlene McCollem to prepare a level-service budget for Fiscal Year 2028 that will not be balanced and will require voter approval for an operational override. Board members Mary Jane Mastrangelo, Anne-Marie Siroonian, and Jeanne Azarovitz expressed preference for maintaining current service levels with a commitment to seek the override rather than implementing cuts at the outset. The board also voted unanimously to approve a 16.79-acre conservation restriction at 53 MacArthur Boulevard and no-parking signs for Canal Day on September 19.

The board voted to approve its annual goals for the year, with votes of 4-0-1 and 3-0-2 on specific priorities. The board voted that it lacks authority to approve a one-year lease of classroom space at Bournedale Elementary for pre-kindergarten wraparound care, deferring the decision pending Town Counsel review. Departments must submit operating budgets by November 16.
