Town Administrator Marlene McCollem reported that 20 students were removed from Upper Cape Tech's enrollment, reducing Bourne's vocational school assessment to $4,322,089, a $115,962 decrease from prior calculations. Bourne Public Schools' FY27 operating budget stands at $28,265,695, up 1.97 percent, with superintendent Dr.
Kerri Anne Quinlan-Zhou citing growing out-of-district special education costs as a major pressure point. McCollem recommended reducing Bourne Public Schools' budget by $478,532 to cover a School Committee-approved deficit and transferring $470,000 from Free Cash to address an over-$800,000 Snow and Ice shortfall. The board indicated it would revisit whether prior-year student overpayments to Upper Cape Tech are recoverable under state law.
