Sewer Commissioners approve $2.1M FY27 budget with $100K retained earnings draw

Bourne Sewer Commissioners adopt $2.1M FY27 budget with unanimous votes. Chair Anne-Marie Siroonian and the board approved a total Town Meeting request of $2,130,733, an increase of $249,056, drawing $100,000 from $900,033 in retained earnings to hold the per-unit sewer charge at $1,090. The operating budget includes $1,849,450 in costs plus $181,283 in indirect expenses.
Commissioners also unanimously approved a $732,000 capital request for SCADA upgrades with enterprise borrowing and voted to shift the wastewater treatment facility operations contract from a traditional Request for Proposal to an Invitation to Bid, subject to Town Counsel approval, because certain repairs qualify as construction under state law and require selection of the lowest qualified bidder.
