Bourne Select Board Approves Watershed Permit RFQ and Bridge MOU Effort

BOURNE — June 30, 2026 — Bourne Select Board approves watershed engineering RFQ and votes to engage Cape Cod Commission on Sagamore Bridge MOU. The board voted unanimously at its June 30 meeting to approve a draft request for qualifications for watershed permit engineering services, with proposals due in early August and posting to the Central Register expected by mid-July; member MJ Mastrangelo recused herself pending a written opinion from the State Ethics Commission on her participation rights as a Finney's Harbor watershed resident. The board also voted 5-0 to engage the Cape Cod Commission to help negotiate a memorandum of understanding with MassDOT on the Cape Cod Bridges Program, and 5-0 to formally request the agenda and supporting documents from MassDOT before the agency's July 23 design public hearing on the Sagamore Bridge at Bourne High School — described at the meeting as "the last time to have MassDOT be in charge when you're talking to them" before design-build procurement. Independent auditor CliftonLarsonAllen reported a clean unmodified opinion on the town's FY2025 financial statements, with a general fund unassigned balance of $14.6 million — down $2.6 million from the prior year after $6.9 million in free cash applications — and a net OPEB liability of $80.3 million funded at 13.6 percent, above the statewide average. The board also approved $143,527.74 in year-end FY2026 budget transfers to cover snow-and-ice and fire department overtime deficits, with Capeway Cannabis reporting it is already open and operating with 80 percent Bourne-resident staff.
